Program eligibility is open to all U.S. Citizens, Nationals or Eligible Noncitizens who fall into one of the following categories:

Lawful Permanent Residents (Green Card – I 551), Refugees, Asylees, Parolees (for at least 1 year),Cuban/Haitian Entrants, Amerasians, Victims of Trafficking (T Visa),other statuses listed under 8 U.S.C. §1641.

Original proper documentation is required at program registration.
